Nearly three years after Congress appropriated an unprecedented $116 billion for recovery efforts in New Orleans, rebuilding is largely at a standstill and much of the money committed never reached its residents. The Old Man and the Storm follows one extended New Orleans family's efforts to return and rebuild after Hurricanes Katrina and Rita and their struggle for survival in a decimated city.
